I have a 74 year old brother who came in the country in 1963 from Caracas Venezuela and never got a green card and was finally issued one in Syracuse NY and since lost his wallet with his ID and needs another card,he has a couple of incidents on his record like shop lifting, so my question how do I help him get a green card, he has no income and I’m on a fixed income, he needs directions, please someone help ?
